The innovation was due to the need to upgrade the Indian fleet, whose average age has been steadily increasing in recent years.

The restrictions, except for Indian vessels, will apply to foreign-flagged vessels, which will be required to be licensed.

Exceptions will include passenger ships, FSRUs, FPSOs, and drilling units certified under the MODU/SPS Code, as applicable.
